Alliance features
Ok, so it's early to make suggestions for something we don't know about - but given the complete lack of an ability to give varying levels of permissions to guild members I can see alliances being similarly poorly done. Here's what I'd like to see.
Ideally I'd like to have leaders of guilds monitor what they share, through toggle buttons. I suggested this before, but it disappeared of course, as it wasn't lunatic or regarding dual wielding (which attract posts like mad).
I'd like to have toggle options beside each guild in an alliance for:
Send Alliance chat (default on)
Receive Alliance chat (default on)
Send Guild chat (default off)
Receive Guild chat (default off)
Show online players (default on)
View online players (default on)
Show tags in gold in outposts (default on)
View tags in gold in outposts (default on)
Allow Guild Hall access (default off)
Allow Guild storage access - if we get it with Factions (default off)
Flexibility of this type should be possible within guilds as well, simply by having toggles for abilities, like
Allow to start GvG
Allow to kick members
Allow to invite members
Allow to change message of the day
...
This type of flexibility reflects the type of things people need. Not all alliances will be the same. Not all partners within an alliance will be the same - two guilds who know each other well may want a really close tie, but also want the added player base for alliance battles, so want one level of alliance with each other, and another level to the other guilds. Hopefully this'll be the way they went with it...

The Guild toggles when in an Alliance are great ideas.

The flexibility toggles already exist for Leaders and Officers.

Really? Odd. Never looked there - I only checked members, as we were trying to give some members the ability to start GvG.

Ok, with the release of Factions (or at least the preview event) I am disappointed that the Alliance chat is restricted to officers.
Please, ANet, think of expanding the options for customising guild privileges and alliance level privileges. I see no reason to restrict use of the Alliance channel if the guild leader doesn't wish it restricted. If another member of the alliance doesn't like the amount of chatter on alliance channel the alliance can always reform without the guild spamming it, or can ask the guild leader to lock it to officers, but as the only setup having alliance chat restricted to officers prevents communication and isolates the guilds involved.
Give us the option to include everyone! Heck, the leader can
Allow/disallow member use of Alliance chat
and
Allow/disallow receiving of allied chat sent by other guild's non-officers
Options are good. Not every guild is run the same way, nor is every alliance.

I totally agree with this!
I have heard in WoW they can make custom ranks. Ie, give each rank a name, and priviledges. I am in a multi-game clan with over 50 game supported, and 1500+ active members. We have a rank system with 7 levels of normal members, and 4-5 levels of officers. What if I wanted to make, say all officers, and 1 of the field ranks able to start GvG, but only 4 of the 5 types of officers able to invite members, and kick members?
And perhaps only certain ranks able to withdraw from guild storage. I say this is a definate must!

I also feel that guild members should be allowed to use Alliance Chat, it was a feature I was really looking forward to. I have friends in a guild we'll be allying with, some of which are not officers. So I feel it's unfair that they can't participate in that. Sorry for going slightly off-topic, but I greatly wish to see this changed.

Epi and I spoke about this issue over the weekend, and we were truly disappointed with the staleness of the Alliance Chat.

i'm crossing my fingers on changes to some of the alliance features... since when i logged on i wanted to see how we could communicate with HACE (and being an officer i thought it would be easy enough to test) but it seems allaince options are temporarily disabled.... now i dont remember the exact wording of the message, but i think it was somehting about unanticipated problems with something or other..
we can always hope right. Because in all seriousness Epi hit the nail on the head when he said All guilds aren't run the same way, and all allainceses wont be either, we could really use some more flexability here

One of the biggest reasons alliances are a great idea is the possibility to have more communication with more people. That is, forming mission/quest/PvP groups through alliance chat, reducing the need to use PUGs. Restricting the alliance chat to leaders and officers pretty much killed that. The current system has few benefits in my opinion. If someone can't behave in the alliance chat, mute him (if such option is to be implemented) or just give him the boot.

/signed for usefulness compared to what we have now. We're in an alliance, but we don't know who the hell our brethren are....... NOR can we talk to them. We just know we have some friends out there who are willing to help us. Just holler at them... The way I see it so far, the only way to tell who your alliance guildies are is by their guild's tag....
So...
